TimeEvent: view property

This feature is not Baseline because it does not work in some of the most widely-used browsers.
The TimeEvent.view read-only property identifies the WindowProxy from which the event was generated.
Value
A WindowProxy object identifying the window that generated the event, or null if no window is associated.
